Challenge

Improve transparency for local authorities and increase civil society engagement.

Solution

Platform to encourage the sharing and use of open data (data from public office and institutions) with the goal of improving the quality of life for citizens. The platform aims to inform citizens and make the exercise of power more transparent and at a greater level to contribute to the development of democracy and civil society.

The online web-platform (https://otwartedane.gdynia.pl/) is mobile friendly, includes functions to adapt it’s content to people with disabilities, and offers open data on the following categories:

The data is collected from the following data suppliers: Gdynia City Hall, Road and Greenery Authority, Strategy Department, Laboratory of Social Innovation, Municipal Social Welfare Centre, Municipal Police, Faculty of Education, Public Transport Authority,  Faculty of Environment, Gdynia Health Centre, Independent Department of Energy, Non-governmental Gdynia, City Gardners Department, Independent Department for Quality of Life, Investments Department, Department of Culture, Department of Project Development, Department of Social Affairs, Management of Municipal Buildings and Premises.

Moreover, the platform offers citizens and independent data collectors the opportunity to upload their data and contribute to the development of the platform. An API is used to encourage companies or citizens to create software applications that can connect to the data portal and use the open data. Data can be visualised on the web or downloaded in 4 different formats by citizens or public officials in order to better understand the city’s dynamics and better plan development solutions.
